The CBN governor says tariffs should be raised for calls that last beyond 3 minutes. After raising the price of petrol and causing the price of rice, foodstuffs, fertilizers, and other commodities to rise to astronomical levels, they have invaded the communication sector to raise more money to subsidize the expensive bureaucracies and political patronage of the ruling elites. With the implementation of the new telecom tariff structure, hungry, deprived Nigerians will no longer be able to use communication technology to share their stories of misery and commiserate with one another. What is the name of this ideology being implemented? I ask because even neoliberal capitalism is not this cruel. Where will they raid for revenue next? What will they tax next? The roads Nigerians walk on? The air they breathe? There is a concept called disaster capitalism, which essentially argues that a crisis or disaster provides capitalists and their allies in power with a perverse opportunity to push through far-reaching anti-people, exploitative, and unpopular reforms and changes in the name of responding to said crisis–changes that would never be tolerated in normal times. It now seems that, having taken the economy into recession, the Buhari administration is using the same recession as an excuse to deprive Nigerians of any essential commodities and services they can still afford and pursuing recovery on the back of struggling citizens. Instead of inspiring pro-poor interventions and empathies, the deepening recession has become an opportunity for the Oligarchs of the ruling APC to raid the population for revenue to maintain their privileges in a time of economic contraction and reduced oil revenue. A responsible government sees crisis as an opportunity to demonstrate its empathy for beleaguered citizens. This administration sees it as an opportunity to fleece them.”

MEXICO CITY: Jesus Aceves may never get used to people’s stares, but after decades of alcoholism and a painful career as a circus freak, he has made a resolution: to stop burying his hair-covered face in his hands.

Aceves, a 41-year-old Mexican man, has an extremely rare condition called hypertrichosis, also known as “werewolf syndrome” — an abnormal amount of hair growth on the face and body.

Just 50 cases of hypertrichosis have ever been documented. Thirteen of them — seven men and six women — are members of the same Mexican family from the town of Loreto in the central state of Zacatecas.

One of those family members is Aceves, who goes by the nickname “Chuy” and has struggled to deal with the social fallout of the condition all his life.
Over the years, Aceves developed the habit of walking around with his hands over his face in an effort to dodge strangers’ stares.

As a boy, he dropped out of school, where classmates mocked him, bullied him and pulled his facial hair.
He turned to alcohol at just 13 years old, developing an addiction that would haunt him for years.

To support himself, he joined a circus together with two cousins who have the same condition, earning about $8 a day.
Hypertrichosis, which is caused by a genetic mutation, does not have any other symptoms besides hair growth.

But it makes it very difficult to get a job, go to the store, make friends or find love. “I don’t understand it, really. I believe it shouldn’t be that way. But unfortunately it is. They don’t give you opportunities, just because you’re different,” Aceves told AFP.
Speaking in a warm voice, Aceves recounts his difficult life, from his traumatic childhood to his stint working at the Circus of Horrors in London.

The only time a timid smile crosses his face is when he recalls the two occasions when he shaved his facial hair for appearances on TV shows — one Japanese and one British.

Stakeholders want uniform admission process into tertiary institutions – NAN survey (II)

In spite of the existence of the Joint Admissions and Matriculations Board (JAMB), and Post Unified Tertiary Matriculation Examination (UTME), complaints arise annually about admission processes in the country.

They range from: too many exams and interviews to gain admission into tertiary institutions; cost of forms and cards to check result and admission, cost of trips/journeys to exam centres and institutions, cut off marks, to the uncertainty of gaining admission after going through these processes.
As a result, many have taken to pursuing admission into similar institutions overseas.

In a bid to proffer lasting solution to this seemingly intractable problem, the News Agency of Nigeria (NAN), conducted a nationwide survey on the issue.

Below are the views of stakeholders.

Mr Mlanga Bede, a lecturer in the Department of Biological Sciences, Federal College of Education, Yola, Adamawa, said acrimonies arising from admissions into tertiary institutions were due to duplication of roles between JAMB and individual institutions.

He stressed the need to harmonise the policy to ensure that the process was uniform.

Mr Kenneth Jinjiri of the Department of Languages, Federal College of Education Yola, advised the Federal Government to regulate the admission processes in private institutions.

Jinjiri noted that the manner in which admission into private institutions was being handled could compromise or reduce the standard of some institutions.

Miss Catherine Usongo, student of Mass Communication, Adamawa State Polytechnic, suggested that JAMB should be allowed to regulate and implement all policies pertaining to admission into tertiary institutions.

In Bauchi, some respondents called for the scrapping of JAMB ``for failing to perform its role effectively.’’

Mr Paul Orude, a resident of Bauchi metropolis, said JAMB had failed to assert itself as a strong organisation that could conduct examination and admit students into various tertiary institutions.

He said institutions fixed their cut-off marks, overriding the one prescribed by JAMB, indicating that the body was not in control of the affairs.

Orude advised that the National Universities Commission (NUC) should either allow JAMB to take charge completely, or scrap it and grant tertiary institutions independence on the issue of admissions.

Alhaji Saleh Umar, a parent and resident of Darazo, also called for the scrapping of JAMB or for its re-organisation.

Umar called on the federal government to outlaw internal examinations being conducted by various tertiary institutions after admissions had been offered to students by JAMB.

``If administrators of tertiary institutions are not satisfied with the work being done by JAMB, government should scrap it and allow institutions to set their admission standards”, he said.

In Gombe, some of the stakeholders identified nepotism as one of the factors which must be addressed to have a good admission process.

Malam Mohammed Muazu, Secretary-General, Movement of Student Activists
in Nigeria, observed that even students who met JAMB’s cut of points sometimes did not gain admission because they had no ‘connection’ at the top.

Muazu, a 400 level Sociology student of Gombe State University, said in most of the institutions, spaces were allocated to emirate councils, politicians, as well as important personalities in the society.
``The schools do not even care if the favoured candidates are qualified or not”, he said.

Muazu advised that JAMB should be the only body to handle admission matters.

Alhaji Usman Mohammed, Chairman, Parent/Teachers
Association, Gombe State, said JAMB should be allowed to handle the admission process into government universities.
.
Mohammed, Head of Doho, Kwami Local Government Area of the state, said there were lots of brilliant students who got JAMB cut-off marks, but could not gain admission into tertiary institutions because they had nobody to help them.

Mr Bolaji Okuribido, an educationist in Jigawa, observed that the number of students applying for admission into universities had outweighed the spaces available.

``There is therefore the need to patronise other tertiary institutions like polytechnics and colleges of education.

``JAMB should convene a stakeholders meeting to sensitise parents and students on why they should embrace other tertiary institutions’’, he said.

Mrs Zainab Abubakar, a parent in Dutse, called for the cancelation of post-UME conducted by various universities.

In Yobe, stakeholders also advocated for a unified regulatory body for examination and admissions into higher institutions in the country.

Alhaji Saleh Ajiya, a retired educationist, said the engagement of several bodies with conflicting roles in the admission process had brought confusion into the entire system.

Ali Abubakar, a lecturer with Yobe State University, said the admission process was tasking on parents and students.

``One organization can handle the admission process more efficiently to avoid the confusion we are having in the system.

``These organizations ought to have been concentrating on improving the quality of education, rather than doing one thing differently", he said.

Some parents said they sometimes got confused by the conflicting directives issued by the regulatory body.

Bukar Isa, a father, noted that “sometimes, universities will issue directives, after some days, it will be countered by NUC and later, JAMB will issue a different directive.’’

A parent in Umuahia, Abia, Mr Kalu Eziyi, attributed the multiple examinations introduced in the university admission process to system failure.

Eziyi, a father of three undergraduates at the Michael Okpara University of Agriculture, Umudike, said the rigorous process was necessary to ensure that only the best candidates were offered admission.

Eziyi said before the introduction of JAMB, only students with resounding West African Examination Council (WAEC) results were offered admission as soon as they left secondary schools.

He said JAMB was introduced to help streamline the process of admission into universities, bearing in mind the quota system and the increasing population of students seeking university education in the country.

``Beyond this role, JAMB has also helped to ensure that best students were given admission to study in the nation’s universities’’, he said.

Eziyi said the increasing phenomenon of examination malpractices during WASC examinations had also made JAMB and post-JAMB examinations relevant.

``Many candidates cheat during WASC examination, some bribe WAEC officials to get good grades, others cheat in the examination halls.

``There are also the miracle centres, which help students to obtain unrealistic grades, so during JAMB you discover that such students fail to replicate such excellent performance’’, he said.

He said that multiple entrance examinations, including post-JAMB, became necessary to ensure that the universities got the best candidates that met their standard.

He said although the rigours as well as the financial implications were enormous on parents and guardians, ``Nigerians should bear them as part of the challenges posed by the failure in the nation’s education system.’’

Master Tony Okobi and Miss Nkeiruka Okoli, who are seeking university admission, expressed worry over the process involved, urging the government to intervene in order to make university education accessible to the poor.

Okobi, who said he chose University of Calabar, added that he had undertaken several trips from Lagos, where he lives with his parents, to Calabar ``just to obtain the university’s post-JAMB form.

``The cost of travelling to Calabar and Lagos is enormous and one has to pay for recharge card as well as the form’’, he said.

Dr. Andy Chukwu, the Head of Department of Agricultural Economics at the Imo state University, said ``there is need for JAMB to collaborate with higher institutions to harmonise the cut off marks for admissions into tertiary institutions.’’

He explained that this would help to make the admission process simpler for all involved.

Chukwu added that this would also reduce the number of unqualified candidates gaining admission into universities.

He said admission into higher institutions had always been a problem in the country owing to corrupt practices.

The lecturer stressed that admissions should be done purely on merit and called for persons with questionable characters to be excluded from admission process.

He also called for a ban to be placed on ``special centres."

A student in the university, Ms Mary Agbo called for the reduction of application and examination fees to make them affordable.

Agbo said she had to pay twice for scratch cards to register and another one to check the result of the examination.

She called for reduction in the fees to ensure that even indigent students can afford it.

Some parents in Awka, Anambra, said it was not proper for JAMB to change the choice of institutions and courses made by students without their consent.

Mrs Chinelo Udemba, who said she had yet to understand what JAMB intended to achieve with the new cut-off mark, added that students and other stakeholders were not sensitized about it.

Udemba said prospective students were facing more frustration in their quest for higher education unlike what obtained in the past.

She called for a uniform standard of examination into the universities as the multiplicity of tests had become ``process of extortion.

``There are so many inconsistencies in our education sector these days. Private universities should not be alternatives to public schools.

``In our time, a certain minimum score in JAMB was enough to earn you admission. But these days, more hurdles are placed in front of the students and parents suffer for it’’, she said.

Another parent, John Nnabuife, said the difficulties in gaining admission into Nigerian universities were becoming advantage to other nations.

Nnabuife said although obtaining forms, taking examinations and checking results online were welcome, they were coming at a huge cost.

He called on the federal government to streamline the activities of JAMB and the universities as they could not continue to work at cross purposes to the detriment of parents and students. A father has sold his two-year-old son for N650,000 to a woman in desperate need of a male child. Kanayo Awurum; the woman, Cecilia Nwatu and two others are being held by the Lagos State Special Anti-Robbery Squad (SARS) over the sale of Chukwunonyelum. Nwatu said she changed the boy’s name to Tochukwu after buying him.

The others are Nkechi Obi, 45, and Gladys Nwobodo, 38. Two others Emmanuel Obi and Emmanuel Ibe are at large. Awurum was said to have deceived his wife, Kelechi, that he was taking their son to his sister in Owerri, their home town, when they were having issues with their landlord. Kenechi said she found that her husband was up to mischief and reported him to the police. She said:

“My husband had demanded a refund of the N140,000 he paid for self-contain apartment because the toilet system was not functioning. I discovered that my husband was playing games. I informed Kanayo’s friend, Coach Jerry, who uncovered the plot and advised me to report him at the Ikotun Police Station and I did.”

The police asked the woman to call her husband on phone and tell him that the landlord was ready to refund the money. Awurum showed up and was arrested. His arrest led to the arrest of others. Initially, he said he gave out his son as collateral for borrowing N300, 000, but confessed that he sold the boy when the buyer was arrested.

Nwatu said she wanted to adopt a male child to save her husband’s family name “because a male child is important to them.” She said she was deceived into buying the boy for N650, 000 by Awurum father and others. Nwobodo, who said Cecilia’s husband is her elder brother, added:: “She (Cecilia) asked me to accompany him to where she wanted to collect an adopted child. I did not know that the people wanted to sell the child until I got to Owerri.”

Abuja, June 3, 2015 (NAN) The Defence Headquarters on Wednesday in Abuja said the report by Amnesty International that accused some senior Nigerian military officers, serving and retired, of war crimes, was intended to blackmail the Nigerian Military.

This is contained in a statement issued by the Director of Defence Information, Maj.-Gen. Chris Olukolade.

Olukolade said the Defence Headquarters had noted with dismay the gruesome allegations made by the Amnesty International against some senior military officers, serving and retired, of the Nigerian Armed Forces.

He said it was unfortunate that all efforts made in the allegation were geared toward continuation of blackmail against the military hierarchy.

According to him, Amnesty International had embarked upon the blackmail as far back as the inception of the military’s action against terrorists in the North-East.

He said the officers mentioned in the report had no reason, whatsoever, to indulge in the allegation made against them.

Olukolade said it was unfortunate that the organisation just went out to gather names of specified senior officers, in a calculated attempt to rubbish their reputation as well as the image of the military.

``The action, no doubt, depicts more of a premeditated indictment aimed at discrediting the country for whatever purpose.

``Each of the previous allegations had been thoroughly responded to and cleared in the public and officially.

``The title, down to the body of the allegation smacks of the extreme bias, which is disturbing, coming from an otherwise reputable organisation that is expected to be Just and fair to all.

``Unfortunately in this case, it has taken a premeditated position, which is far from noble,” the defence spokesman said.

He also said it was curious that a body that had never been able to seriously condemn terror in Nigeria now claimed to have done an extensive research with the aim of discrediting the nation’s effort at curtailing terror.

``It is clear that Amnesty International (AI) becomes more active in presenting distractive allegations whenever the terrorists are losing ground in the battle.

``It is very unfortunate that Amnesty International has used this report to further confirm its questionable interest in the counter-terrorism efforts in Nigeria,” he said.

Olukolade recalled that the Joint Investigation Team was set up by the Defence Headquarters as part and parcel of efforts to ensure that no detainee suffered unjustly.

He said the detention facilities were thrown open for visits and inspections by independent bodies such as International Committee of the Red Cross and other reputable international organisations and personalities.

He advised Amnesty International to stop playing the role of an irritant coming up loudly only when the terrorists were losing out and remaining silent or complacent whenever the terrorists heightens their atrocities.

Olukolade said it was unfair to persist in effort to discredit Nigerian military by seeking all avenues to stigmatise individual officers of the nation’s military.

He lamented that the stigimatisation was purely to satisfy an agenda against the security agencies and image of Nigeria before the international community.

He said the Nigerian Armed Forces were quite conscious of the fact that the operation had prompted the need to save citizens from abuse of their rights by mindless terrorists.

``Accordingly, the forces have continued to state and restate its commitment to the rights of Nigerians and all its citizens while prosecuting its anti-terrorism campaign.

``It is very unfortunate that Amnesty International has chosen to ignore all the responses and clarifications provided to its enquiries by the authorities.

``It is unfair to rely on records or reports provided by certain disgruntled elements or faceless collaborators who have axe to grind with the system as evidence against officers

``Who have been conscientiously doing our duty to defend the nation and its citizens,” Olukolade said.

He said the Nigerian Military did not encourage or condone abuse of human rights, neither would any proven case be left unpunished.

He said the kind of impunity being alleged by Amnesty International had no place in the Nigerian Military.

According to him, every officer in the field is responsible for his action and is duly held accountable.

He said so far, no allegation had been sufficiently proved against those whom Amnesty International was so desperate to convict.

He noted that the statistics were largely spurious or manipulated to satisfy a clandestine motive.

He said the loud publicity given to these damning allegations suggested an intention to blackmail the military, ``and particular, senior officers rather than a sincere advise to the government. This cruel tendency is not new, despite the timing.

``The Nigerian military therefore rejects the biased and concocted report provided by Amnesty International.

``Additional definite response will be provided subsequently as deemed necessary,” Olukolade said.

The News Agency of Nigeria (NAN) reports that Amnesty International on Wednesday in Abuja accused some senior serving and retired Nigerian military officers of war crimes and called for investigation.

A 27-year-old man, Tobechukwu Ogbonna, on Tuesday night set himself ablaze after reportedly stabbing his mother severally at their family house located at No 12 Bonny St.in Umuahia.

The News Agency of Nigeria (NAN) learned that the incident happened at about 11 p.m. following an argument that ensued between Tobechukwu and his mother, Mrs Linda Ogbonna.

Eye-witness account said that the argument started when the woman refused to oblige Tobechukwu's request for money.

‘’His mother might have refused to give him money because he would end up using it to take drugs,’’ a tenant alleged on the condition of anonymity.

The tenant said that Tobechukwu, who was notorious for drugs-taking, might have acted under its influence.

‘’After taking drugs, he returns home to terrorise everybody in the yard, including the poor woman,’’ the tenant said, adding that he often manhandled the woman.

It was further learned that Tobechukwu locked up his mother in their apartment before dealing several machete cuts on her.

Another tenant, Mr Joseph Mark, said that ‘’when we heard the screaming from the woman, we rushed and forced the door open.

‘’At that point, Tobechukwu had inflicted some cuts on the woman and she was bleeding profusely,’’ Mark said.

He said that he was immediately overpowered and disarmed, while the woman was taken to safety.

Tobechukwu was alleged to have also dealt a deadly cut on the woman’s pet-dog, which was found lifeless in the apartment.

NAN learned that a team of policemen invited to the scene later moved the woman to the Federal Medical Centre (FMC), Umuahia for treatment.

It was, however, gathered that, shortly after the police left the scene, Tobechukwu poured fuel on the building, set it ablaze and suddenly jumped into it.

‘’He was burnt to death before fire fighters arrived at the place and put out the fire,’’ another eyewitness, Mr Abdulfatia Ayodele, said.

Ayodele said that the remains of the deceased were taken to the FMC mortuary by the firemen.

When contacted, Mr Ezekiel Onyeke, the Police Public Relations Officer, confirmed the incident, saying that the command had commenced investigation into the matter.
